The bill clarifies the opportunities available to offenders
imprisoned by the department of corrections (department).
The bill clarifies that the rehabilitation and work opportunities
available to offenders are to promote the person's successful
rehabilitation, reentry, and reintegration into the community.
The bill clarifies a distinction between external programs, which

are administered by the division of correctional industries (division) in
partnership with private employers that occur outside of department
facilities, and internal programs, which are opportunities provided inside
a department facility administered by the division and may be in
partnership with employers outside of department facilities.
The bill amends offender compensation and permissible
deductions from an offender's account.
