reinsurance program to provide reinsurance payments to health

both, to enable the state to implement the program and making
the program contingent upon waiver or funding approval.

any such money received, and requiring a governmental body
contracting for broadband internet access service to give
preference to an internet service provider that certifies that it
will not engage in practices that interfere with the open internet.
